I'm not sure if I can pick a clear winner, because each decade has their strengths and weaknesses. Today isn't too bad, but I actually think straight hair isn't as attractive as wavier or even slightly curly hair (depending on the women of course), which is why I like the hairstyles of say the 70s, or the early half of the 20th century. I like the classic styles of the 50s. I think the fashion for women in the 50s-60s in general was so classy, and not as obsessed with being 'sexy' like today. So overall I will go with the 1940s-1950s going by fashion icons like movie stars, models, other famous ladies.
Worst have to say would be the 80s. Not a fan of women having haircuts like David Bowie or extreme frizziness with the help of hairspray lol. The clothing. etc was just too far out.
