Like someone else said, it looks like a little girl or "spinster-librarian" style.
The circle skirt (which is basically what it is) has come back, in the form of maxi skirts and "ballerina" skirts. Those just don't have the petticoat or the kitschy poodle on the side. If you examine fall fashion trends, long, full skirts are very much in, as are belts in all shapes and sizes.
A semi-sheer skirt in the same cut, with a wide belt, classic black halterneck and pointed-toe nude slingbacks or strappy heels would bring it up-to-date in a grown-up way.
But, aesthetically, I'd suggest a half-circle skirt cut, and here's why: It gives the effect of a full circle, without the bulk. A lighter weight, non-static fabric will add fantastic flow and movement to it.

I clicked on this to see what a poodle skirt was. It's very cute! It is surprising it didn't make a comeback, as many people who like the cute/kawaii aesthetic would probably wear something like that.
Yea, honestly I wished I was a teenager back in the 50βs and 60βs I would of definitely been a Greaser with the leather jacket. driving a 57 Chevy and dating a girl that wore poodle skirts and doing her in the backseat of the car lol

The skirt is fine but the poodle should not make a comeback
It just skirt with poodle, what so special about that? make sense that it not comeback.
If it was more modern I think it look nice.
