Not sinful at all!! According to the bible, "god" wanted us to stay naked! Just like all the other animals on the planet! Otherwise, "god' would've created Adam in a blue suit and Eve in a flowery dress. The sin was that we started to wear "clothes"!
As for low-cut tops, if you wanna let people see your tits, just walk around topless, for piss sakes!! What's it gonna hurt? NOTHING!! LOADS of women all over the planet walk around topless every single day and NOTHING bad happens to them!! The world keeps spinning and life goes on!! Does YOUR life suddenly come to a screeching halt every time some chick shows off her naked tits? I notice YOU show off YOUR tits A LOT!! How is THAT not a sin? Look at your profile pic right now! That's NOT the picture of modesty!!

It's certainly distracting. There's a real danger in describing clothes as "sinful". It makes you sound like an asshole.

When scripture says things about how to dress it's actually saying don't behave like a whore, nothing else.
