Happy schools don't sexualise young kids the same way they do around the world.
No on all in all the schools I've attended. Or I wore a uniform during the performance of the musical "the wall" and my boarding school did enforce "no wearing pyjamas all day long" rule.
It is up to parents to enforce dress codes - teach children what is appropriate and what not in most of Scandinavia/Nordic countries.
Different skirts for different occasions. I think a look in the mirror should tell you if it's appropriate or not

I really never heard of that rule before I always talk to girls wear skirts or dresses and little late they wanted them to do it whatever makes them happy
I don't know if that's you in the picture but whoever she is I feel a very very sensual energy coming from her and I am a leg and thigh kind of guy and that girl there has some beautiful hot sexy legs if she had a tan and that skirt was shorter I mean I'll tell you right now that girl would be so hot and would just bring more and more attention to herself if that happened but as for the finger deal I don't have a clue with that even means if you could explain it

They had to come up with a rule that is easy to enforce. Using how many inches or centimeters above the knee is subject to interpretation. From center of knee, from top of knee, where is the knee center anyway?
Yes, the results will be different for different size girls, but unless a girl has really short arms, her butt won't be exposed, which is the main goal of the dress code.
When I was in school many years ago, the rule for girls is that the hemline of the skirt or dress had to be below the knee, no part of the knee could be visible. In today's world, that would never be accepted.

Obviously the school making the rule also thinks it's reasonable. Their opinions are the ones that count. Your opinion does not. You will be dealing with rules the rest of your life, many of which you won't agree with. Get used to it.
Basically don't come to work in a skirt or dress that's for partying in. So everyone's body is shipped different and if I followed that rule my bum would be out saying hi to the world. Personally for me if its a bit above my knees;pencil skirt wise I'll leave it in my wardrobe for a dinner date. A pencil skirt or dress at my knees or below are probs a go to for work depending on the cut.
