That specific strap is decorative. It's adjustable so that it's not digging in and making the boob look weird. They're a type of cage and cut out bra.

  Why would a woman want to wear a strappy bra? Isn't it just more work (ie. Extra fuss)?

  Not really. You just really adjust them once and they're good to go. The straps don't do anything; they don't offer any type of support, so there's no need for constant adjusting.
