Never even heard of a temporary tattoo. Isn't that just a sticker? Tanning doesn't work well on any form of scar tissue. My tattoos (which really blend into one big portrait) represent my life story, which can't be changed so no need to get any removed, ever.
I actually keep mine covered up most of the time in public because they aren't for anyone else but me (even covered up, still does wonders for attracting curious women). I also do it out of respect for establishments that don't view them favorably, like the Korean restaurant nearby that I frequently go to. Some cultures still think they're for gang members / prisoners only.
You forgot sailors. They were the ones getting all the tattoos in the 40s. Today it is everyone.

FYI my dad has a tattoo when he was still in military as a commando radioman. It was the reaper, kind of ironic when he frequently sent artillery to the enemy lines. They'd like celebrate over the hot winds they receive from the explosion. Its also a way to remember his times of being sent to the front, saying he only ever had crackers for rations, as the supply lines was running thin.

I did this when I visited Egypt and liked it a lot. It didn't take long for it to wear off and was an interesting talking point. Did it encourage me to get a permanent one? No. I still haven't gotten anything inspiring enough to spend all the time and money getting it done.

That said, in my opinion people who get tattoos aren't generally the type to be concerned about the long term consequences of doing so. Therefor the very type of people that are the most likely to get tattoos are the least likely to try a temporary tattoo prior to doing so. I've got a tattoo and a brand and didn't do a temporary version of either first.
Brand just looks like a gigantic blob, maybe like a third nipple. Tattoo was so bad that the artist didn't want a photo of it added to his album.
I sported several tattoo decals (stickers) in a photo shoot for a tanning salon advertisement years ago.
I had to get a significantly dark tan to clearly show the design of the tattoo decals after they peeled the decals off me.
The result was sort of a "reverse tattoo" that turned out quite nice.
I repeated the process again and again even after my contract with the modelling agency ended.

Better to get a temporary one to try out first before you get the real deal. Once you get the real one, there's no turning back (usually).
