Should I be allowed to wear stockings?

I’m 17 years old and I’m a little afraid to ask my mom if I can buy myself stockings, like the one shown in the picture. My mom is strict with what I wear in public as it is, but I think I should be allowed to wear stockings now, right? Of course in an appropriate setting. I’ve always worn pantyhose underneath dresses and all but hate how they’re most of times uncomfortable in many ways.
