A corseted waist gets me every time. Heels with leg wraps. Anything kinky, particular a submissive sort of collar.

Dresses and skirts are overpowered, especially pleated skirts. Of course, you can pair them with tights/stockings and boots when it's cold out. Aim for a little above the knee for the sweet spot of hotness and classiness.

As far as tops, showing your shoulders, collarbone, and/or back while keeping the cleavage and midriff more covered is a great way to be alluring while not inviting too much of the wrong kinds of attention.
