It reminds me of aztec crowns or so, that's the first thing I thought of when I saw it.
It looks most like a Catholic sunburst halo, called a resplandor, like the metal halos you see behind statues of the Virgin Mary or saints. The spikes can make it look a little Aztec-inspired, but the saint-statue halo is the closest match.

It would seem to be a rising sun image as the sun is frequently drawn with rays of light at dawn.
A lot of cultures have used this image. Japan is one of the most known but Beyonce head gear looks closest to the Australian Rising Sun.
Perhaps a Viking helmet (not all of them had horns) or a headpiece from an artist's rendition of Cleopatra?
