I shave mine. It is much more cost effective than waxing. Where I live it costs about $75 for a wax at a decent salon. Home kits are less but I have no interest in taking the time or making the mess to use one.

Razor blades aren't exactly cheap nowadays, but much cheaper than waxing. A four pack of Venus blades is about $15. They last a good while if you leave them in baby oil. I can easily get 1-2 months per blade. So that is roughly $7 versus $75 in the same time span.

I shave my legs sometimes, but I really don't need to. My leg hair is so light-coloured and fine that you can barely see it anyway.

I shave, not wax 🙈 My skin is a bit sensitive, so shaving with a good razor and a thick shaving cream works best for me. I do the whole leg, including thighs, because I like everything to feel smooth, especially with dresses or shorts. It just makes me feel more put-together and confident.

But if you shave before waxing then you have small hairs that aren't fir for waxing, isn't it?
