i think anyone who asks that is insecure about their image and sounds like he is not interested in you particularly, but someone else. however this would depend on his body language when he said it. I would say whatever is the truth! what do you think? is he attractive to you or in general?

I would tell him he's an attractive guy, but just not your type. That way you're not insulting his looks, and you're not leading him on either.

It might give him a little false hope but nothing like saying your hot. she would be deflecting the "hot" and using cute, which still means attractive but in a lesser way.
