I mean it can be, because if you are flirting just for fun also understand that just because you see it as fun you don't know how the other person is seeing it, you can potentially even get there falsely get their hopes up which sucks to be lead on, also not to mention that some men are weird so if you lead them on who know what they might possibly do. so not just for their safety but also for yours.

flirting is not always about getting sex or even a relationship.

I flirt with various girl mates that I won’t have sex with ever but we do it for a laugh.

As long as you are not in a relationship, you are free to do as you want. It's not harmful. Leading someone on, is definitely wrong though. But playful flirting (as long as it's brief) is fine.
