I don't think that you can make a blank statement about a gender.

Personally, I do not like to be touched and the belly button is definitely off limits for me.
The belly button is just like any other body part. It is personal and I don't like it when people become too personal with me.

But as I said, every person is different and I am sure that there are girls that don't mind that total strangers touch their belly buttons.
