Is in normal for people from Latin America to be really flirty?

I'm talking to this guy that I met on a dating app a few weeks ago. He's part Venezuelan and part American. We haven't met in person yet because our schedules have been conflicting. But we have been texting quite a bit and he's already so flirty! He calls me nena (meaning baby girl) and other pet names (I speak Spanish so we often text in both English and Spanish) he frequently jokes around about how I'm so white and so quirky. Sometimes it gets a little much because I haven't met him yet so I feel like it shouldn't be so over the top. Is this normal behavior? Should I be worried that he's being really straight forward? And along those lines, is he probably talking to other girls like that too?
