Usually but she could be just staring off into space in your general direction and smiling at the thought in her own head. Looking doesn’t always mean they like you.

Might be. If she's doing it repetitively, like if you see her more than usual, then you may want to approach her. But if it's a stranger you just saw somewhere, just smile back. She's just being friendly, or she finds you cute.
