That's a too binary a question.

I don't think its flirting. Though it might be a very young persons way to get attention.

When I was under 15 I didn't think about girls in the same way as I did after the first time a girl kissed me. Before I was kissed I saw girls and guys as equals, meaning that whilst I did enjoy girls company more as both a subconsious attraction and more indepth conversation, I also had the idea that playing with the girls was unmanly (not saying I was a smart kid, but there you go, and I think a lot of young kids had that idea toward girls.. that girls where all flowers and babies and they would rather be gadgets and sports).

So if this person is < 15 or maybe never been kissed, I'd say he might just be acting on the subconsious need to gain your attention and not even be really consious of why (I recall at school, 11-13 range, we got into a time where we would punch girls on the arm and run away and I had no idea at the time why we where doing it, but it just felt good esecially if they chased after us to try to hit us back).

So, it could be just adolecent sub consious attempts to gain your attention, and that wouldn't mind what kind of attention in general terms.

I think, it would only qualify as bullying if they take pleasure in making you cry (and tease you when you do).

in 5th grade and 6th grade that is flirt. but tell him it annoys you and you won't be his friend. then he might stop if he likes you.

if become a jerk, after warning then bully. if so involve parents. same if after 7th grade jerk bully so involve parents.
