When I used to wink at girls it was to get their attention and say I'm interested.
Different winks you can have:
- the slow wink that states that I think your pretty and interested, come here baby.
- the fast wink ; hi there, good job well done. this can be meant as a friendly gesture.
- the double eye wink; that's like a nod saying yes or watch out be careful.
although a wink is innocent, it does hold some attraction values, because although most blokes won't realize they had winked, we just cannot help ourselves but show appreciation to someone we are attracted to, but don't assume this is always the case, as it can sometimes just be an expression of some sort of other appreciation, ie thanks for your help, but this usually follows with words to be exact, so if he passes and winks, its his sub concious not allowing him to pass with out showing some sort of attraction towards you,x
I'm pretty sure I can recognize a troll -online and in real life- so I'd respond properly.
But mostly, when a cute guy winks, I smile and then walk away...because as much as he's winking at me I'm still positive he won't approach so what's the point of my energy going to nothing.
If we're at a coffee shop and there's a dude (doesn't matter if he's cute or not) who won't stop staring, I just ignore it. Some people just do it for sport...idiots...
Well since Im a girl you don't have to take what I'm about to say to heart. Anyway when I pass people and I'm feeling in a playful mood I will wink at them, or if someone is openly staring at me longer than 30 seconds I will wink at them. Sorry I think I went off topic.. :)

If some drugged-ass loser, or some guy who i don't find attractive winks at me, I'll be irritated. If it's not a loser, and he's quite attractive, I'll be flattered.
"-making them think they look hot even if they aren't one bit of hot." That's horrible. A douche-move. If a girl who finds herself unnattractive, and a guy winks at her, intending to signal that she's 'hot', it'll bring her self-esteem way up. But really, it turns out you're doing it to laugh behind her back only because she gained some self-esteem and hope, from your signalled compliment.
You better stop. It's so insensitive, and a really despisable-move.
He has a crush on you, so why not you take the opportunity to talk to him? This could be your chance of getting a boyfriend.
Besides... people love to say, "a guy has miss his chance if a girl was winking at him" so why not the other way around if a guy was doing that do a girl?

I'd take it as a compliment. I wouldn't think he'd be teasing me though. Sometimes you just know when they are playing or when they are genuine. If he has a genuine smile and keep staring, i know for sure he is interested. If i see he is laughing and holding a smile or laugh, he's joking.
when you met a girl first time and feel like she's connected to you and when she goes you wink her like, bye. that comes of cute and some would be melting. That make em think even more about you if you have chances. you may have muscles but the fact is its just a bonus feature like a girl has big boobs. she's a whore if she uses em to pick up guys don't she haha
Probably more flirting than just being friendly. He might have been in a devil-may-care mood, so it doesn't necessarily mean he was interested in YOU.
But ... if I were a betting man, I'd guess he likes you and is giving you the equivalent of a 'poke' on Facebook ... perhaps to see if you responded in any way ...

haha it depends. most of the time I just smile =) if I am single at the time and he looks attractive and my type, I might be more inclined to show him some interest.
It depends if he's cute, I'll gladly accept that wink and be happy, if he looks creepy and I'm not attracted then I will be like, "ughh, no thanks." Just the truth.
Unless it's done with a cheeky smile as an invite into a personal joke or something, it's just a tad bit skeazy.

Depends how old the guy is. If he is around my age I would be flattered. If he is like grandpa or old enough to be my dad status than I'd be creeped out.

I hate when people wink at me so I'd stare him down or kick his ass lol.
He was just playing around and being silly. If that silly wink is ALL he's done, then it doesn't mean anything...he's just having fun.
