It's a sign of bad and unprofessional cooking.
Especially the whole thing with just dunking the sauce on top of the dry pasta. Pasta needs to be mixed with the sauce in the pan, along with the starchy pasta cooking water, which will bind the sauce.

The picture is spirals covered with marinara sauce, sprinkled with parsley, perfectly normal. I have eaten things that I didn't know what it was. I was in Shanghai China once, and everyone told me, "Don't ask what it is, just eat it. You don't want to know."

Yes. I eat all kinds of food. I also like my pasta with lots of sauce and veggies.
I do not like yucky processed saucy/gravy. You can call that yucky moosh food.

Not mine. Just a few large scoops in a bowl and then I use the spoon to "chop it up" and, after I've done that, the ice cream becomes a very tasty mush.
