Girl acts silly around a guy. Has been so for a long time. Girls opinions preferred?

There's a girl that's been acting like really silly around me for a long time. She whispers things to her friends about me and she has said things like "I love you!" When I was nearby.
And when I walked past her she went oo la la but did it in a way that I would hear it but she was hiding. She's also made sure I see her by shoving her face almost right near mine. she kept doing these things but I kept ignoring her until I saw her whispering and smiling again and I asked her A few moments after if everything was ok, we spoke but I only got her name.
I saw her a few days after that and asked her for her number and she turned it down but kept talking to me.
After that she was smiling when I went past her. I did a prank on her and it angered her a little bit.
Then she stopped doing the smiling.
However, weeks after, I saw someone she knew and I was speaking to them then all of a sudden she said loudly "Hello! How are you!" I replied with good thank you but no reply from her.
A few days after this I thanked her for something and she's said that's alright but in a really like yep tone. She then whispered to her friend something and they both stared at me.
What's going on? Is she interested? What's going on with her?

Ok, I'm a girl (obviously), and I have absolutely NO IDEA what the heck is going on in that girl's head... She must be crazy! I understand why you would be confuzzled (:P). That's super weird.

These things seem like something I would do in high school. I would say she likes you, but I have never seen a female act like that as an adult.

Well I think she is like 21 or 22. its weird. The other day I walked past her and she walked up to me and stared but I ignored her

I kind of figured you would say that. I would just leave that alone. She said no to you asking for her number for whatever reason that I don't get. I would say she likes you but doesn't know what to do with you.

Yes. It's just really creepy. She's stared at me with a dreamy gaze before and I've seen her look at me from a distance but quickly turn her head around when I looked at her. Its making me feel uncomfortable. I did the right thing and ask for her number but she's gone funny.
