How to respond to a girl trying to make you jealous?

If your crush knows you like her and she likes you back, and she tries to make you jealous by talking a lot to another guy who she knows likes her, what signal is she trying to send?
Is she trying to get you to make a move? Or testing you to see if you really care for her? Or is it just her nature to do so?
Also how should you respond? Ignore it and treat it as if it didn't affect you? Play mind games back with her by talking to other girls? Or just taking the bait and making a move?

Sorry, those were just lyrics from a song called "Jealous". My real opinion is that she just wants to grab your attention. It is highly possible she is trying to get you to make a move. The worst thing you could do would be to continue playing these games because it will only go back and forth and nothing will end up happening. Be straight forward and let her know how you feel :)
