Well, when I lock eyes with a guy I don't know, it's usually either a 'wtf are you staring at' look or a 'hot damn' look. If it's the latter, the reason why we don't say anything is because we usually don't feel comfortable just talking to someone we don't know (whether he be hot or not.)
