When a girl gives a guy positive feedback, it tells him (unconsciously, usually) "she is interested!"
While I'm sure you are just a happy person, and just enjoying the company of other people, if the guy is trying to make a good impression, and he is getting such a positive response from you, indicating you are happy and appearing to enjoy his company, he takes that as a good sign.
There is a reason, after all, some guys rely on humor to try to attract women.
It is not necessarily flirty, but it does send the guy the message "I like you." Even if that isn't a message you meant to send.
I find it annoying and insincere, actually. Plus, I wouldn't want my girl to giggle or laugh easily unless it was genuine and for a reason, like I said something actually funny or random, she saw something genuinely funny happen before her eyes, etc.
Gigglins is the biggest giveaway that they are interested! That's why older girls stop doing it, they don't want to give that away. Naturally. Nothing more exciting than when an older girl giggles, it means you've overcome that inhibition! Or she's so interested, she doesn't care if you know it.

If she's doing it A Lot for me & my jokes i'll probably take it as a signal i'm being flirted with. Just a little giggle at one joke or if I can just tell that's how she laughs to anybody (especially by seeing her repeat it for other jokes) isn't going to change my behavior around her at all, however.
