Where I live it is legal for a woman to go topless. I never would though. As for your question I would either run for my towel or get a friend to bring it to me. In the mean time try to cover myself with my arms.

1. Walk out of the water with your arm across your breasts. 2. Pick up your towel and cover yourself. 3. Go to the ladies change room or bathroom and get dressed. It's really not that difficult.

Don't think I could cover much with my hands as you can see by my pic. I guess I would put my wet boobs in the sand and cover them up that way. They would be okay until the sand dried but by that time I would have a towel on. I'm still trying to figure out how a top can "blow off" without some help. ha ha

Well I really doubt it would cause much of a scene if you just naturally walked back to where your towel and stuff was and use a towel or top to solve the issue. Seeing bare breasted women is no big thing.

Call to your friends/family on the shore, have them bring you a towel. If you were alone call to another woman on the beach, have them come out to you some, explain the situation and ask them to bring you out one of their towels.
