Why do so many women complain about being catcalled, but keep going out dressed in revealing clothing?

This has always puzzled me. I've come across many women in my lifetime that have said they hate all of the attention they get off men whenever they go out i. e wolf whistling, men staring at them etc. Yet these same women will walk around in very revealing clothing, such as a short skirt, low cut top, high heels, lots of makeup etc. Also, many of these women will go on facebook and post half naked photos of themselves. Women complain about being objectified, yet these same women will dress up like hookers to draw attention to themselves. Women are very confusing and send out mixed messages.
