That's exactly the reason they show off because they won't get inappropriate attention if they had big boobs.
No matter if it's a flat butt, flat chested, obese or whatever, they also have desire to wear something that makes them feel good.
What's wrong with showing off? Honestly, I also show off sometimes but on the other times I dress simple, don't do my hair properly and couldn't care less. It depends on my mood.

I dont think they have nothing to show off. Many women and men like slim skinny childish looking women. They rock model outfits more. I think if you dress well for your body shape you can almost always find something to show off.

But I do think it is more socially acceptable than if a heavy busted woman did the same. That's the society we live in. My bra size is (32 J) And I don't get a pass ever and always have to be extra careful and modest.

I have considered a breast reduction when I was younger but later changed my mind. I think we are beautiful in all forms and shapes.

I'm with you.. it's extremely off-putting seeing grown women wearing revealing clothing especially in today's climate.. all I can think is a 14 year old boy transitioned, put on makeup/wore a wig... boy bodies are not attractive to me whatsoever

I think it kind of has to with the same rule that applies to men. Because they don't have the same breasts as women they can go around with out a shirt. And since most flat chested women have almost nothing, they can get away with wearing a small top. But a big chested woman would draw more attention if she wore the same type of top.

And while I admit that I do like small chests, you are right it's not fun to fondle a chest that has nothing there.

I am not really a full on flat-chested girl myself but it is sad to see other women so bitter and resentful. I mean, I like to show off my sacks of fat to the world, so why can't they? So it's sort of like "why not?"
Having a smaller chest lets them show off figure better as well. It makes sense.
Also in my experience, skinny girls like that are just more confident and that could be another deciding factor. When you're more attractive, you're also more confident and thus more confident wearing things that enhance that attractiveness further.
