Because it's popular on the internet. It's called "ahegao." It was popularized in Japanese cartoon porn called "hentai." As anime became popular in the west, hentai became popular on the internet. This introduced a lot of people to ahegao and now girls on the internet do it to appeal to the people who watch that kind of porn.
