Logic indicates that you fan your eyes once you have cried and not before.

The purpose of fanning the eyes is to try to dry them but the result is better if you use a tissue to dry them.

Now, I personally don't know what you are referring to when you mention the inspiration for this question. Are you talking about movies where the stereotype of crying girls are fanning their eyes to dry them or is it something else?
