Worldwide average height is 5'3. So in half of countries that's not short. In the other half it would be a little short, but not too short. I would have to say a woman is legit short if she's below 5'2

It is slightly below average in the United States, but not majorly so. I believe that the average woman in the USA is about 5-foot-4-inches tall.
