Don't shave. That's my personal opinion. Why? Because of razor cuts. They're freaking painful. I would go with sugaring since it exfoliates and removes hair. But if you don't want to sugar either, go hairy. Nobody thinks hairy men's leg is disgusting, why should it be disgusting for girls to have hairy legs? Hairy legs also keep your legs warm. So... Whatever you do, try not to shave.
