About 15y sister?

My sister is not a tomboy. She wears short skirts and short frocks at home. When she sits, her legs were spread. When she cleans house and when she downs, can see her bent over Upskirt. The bad thing is she doesn’t wear the pantie at home. Daily she is wearing short skirt or frock. She always wear short dresses, But when she goes to out she wears pantie. In my family me and my mother and my father and sister. Father lives in a foreign county. Mostly my mom and me and my sis lives. My mother also sees that, but she doesn’t care about it. I did not talk about it with my mother or sister. She doesn’t have any illness. She is 100% healthy. Now she is 15 years old. She was like that since she is childhood. Now she is not a preteen. I thought that things will be change when she passes 14 years or 15 years. But she is shy when someone comes to our home, She doesn’t come to outside until go them.(this happens only for strangers. When come relation she doesn’t go to her room.). But she sits properly if relations or her male friends come home. What should I do?
