Late in the day when everyone else had left, my coworker came by my desk to chat. While we were talking, she started fixing her hair and her shirt rose up so I could see her bellybutton. And while I did well to focus on her face, I'm sure she knew her belly was exposed. Obviously, on the beach this wouldn't make we wonder. But this felt flirtatious. Am I wrong?

It could just mean that she is comfortable around you. She certainly knew her belly was being exposed though. I guess it would depend on the conversation and her facial expressions to me. If you felt it was flirty, it may very well have been.

It could be that she noticed, but since she was fixing her hair it would be hard to stop just to pull the shirt back down then have to re-start fixing her hair.

From my experience it depends on the girl. Some girls stretch and show there belly without noticing or caring. The main thing you have to know is if there is some way she knows you like that or she likes that.
