Some girls are just natural-born flirts. They do it with almost every guy. But some do just flirt with the ones they really like. You wanna tell the difference as I see it and you flirt back and escalate things a little bit (careful not to make them uncomfortable).

But escalation was my strategy when I was single and that worked well enough. If a girl flirts with you, you come over the top and make an even bigger move. She starts playing footsie with you and you can grab her thigh. She compliments you and you ask her for a dance. Always come over the top.

If a girl really likes a guy then definitely. I'm pretty sure it's the same vice-versa, but I'm not sure if I'm just speaking from my own experience. But, often, I tease this one guy I really like, and he usually teases/flirts back.
