There could be several reasons. Should could be messing with you i. e., teasing. She could also be sending hints that she considers you as more than a friend. Or, the sucky possibility, she's using you to stoke her ego without having the intimate relationship that's usually hand in hand with nudity. Only you can really guess or find out, based on her personality and the 'tone' of your friendship.

One time I was a bit frustrated because I couldn't decipher exactly what she wanted, so I asked her if she'd be willing to let me see her nude in person. She said yes. Went to her house. Much nicer in person.

I'm not suggesting you use that line, but it could be a nuclear option.
