I dated a shy guy once, who did open up and put in the effort once we got comfortable with each other. So even after few months go by and the guy doesn't put any effort giving the excuse that he is shy, then I can assure you these are just that, "excuses". Something you shouldn't settle for and demand for what you want out of the relationship.

Personally it has absolutely nothing to do with romance or emotional interest. It’s just me being nice and trying to meet someone I haven’t spoke with other before. Sometimes it’s even just wanting to bring that person out of their shell if they’re very quiet and not interacting with people around them.
