I always get these blank faces and then they quickly look away. It’s as if they are looking at me trying to determine if they know me but the thing is that I feel them staring at me so I look at them, we make eye contact and they look away. Some smile a bit.

Many people are subtle, especially females. They don't even want to be 'busted' simply showing interest in someone.

On the other hand, it's a good practice to keep aware of your surroundings, and so eyes up and looking around could prevent being snuck up on and having something violent done to you. Also, being glued to a cell phone, or searching for Pokemons, has even resulted in people falling into water fountains and off cliffs.

But you want to know what it means aside from these reasons/cases. For that, you cannot rely on their expression. Most look blank, despite what they're thinking/feeling. (This is intentional.)
The way you can really tell if they have some pull and attraction towards you is if they repeat.
So, One Look = Just checking out their surroundings, but Two+ Looks = They like something about you and instinctively go in for another look.

I don't think it means anything. People will often just look in a certain direction, or at a certain person simply because they're there. On the other hand, if they actually stare (like for more than five seconds), that could mean something, but I have no idea what.

I agree with you. I have a male friend, who is handsome and a lot of women look at him. He told me it means nothing. He once caught an attractive women looking at him and smiling. He said this is rare because most of the women looking at him are average and below. So he went over there and said "Hi." She looked at him in shock and horror. As if where does he get off approaching her? So he is clueless what is going on.

I don't know sometimes I would see someone I think I might know him but other times im checking him out or I'm just observing people yesterday I was watching a guy eating a sandwich cause I was hungry on the beach. Looking away is cause you don't wanna get caught. Glancing at you multiple times i think checking out.

For me I don’t think it means anything, I walked at the mall and I looked a guys face then looked at another guy face cuz I walk around and have to look forward me and if I make eye contact with someone then I will turn away, I don’t even think they’re looking good..

If it is just one causal glance it might not mean anything. Sometimes I will look around and if I hear someone talking or walk into a room and our eyes might meet for a second but it does not mean anything to mean. If you see that a women is looking at you several times it could mean that she digs you. I would say just take it as a little ego boost.
