How do I tell if she's shy or leading me on?

She doesn't seem to want to talk to me but acts like she wants to tell me something. She would act nervously near me like move around a lot but she'd be close by and near me. She'd also move very close to me and play around with her hair and dress in an emphasize manor. Talk to her you ask. Well I can't really because when I'm about to ask something she'd turn around and act as if she doesn't want to talk to me but I'd also catch her looking me up and down and checking me out and she would look embarrassed afterwards. She'd also stare at me a lot from a distance. It would always feel hot and cold. But here's where it goes weird, she'd try to make me jealous by talking to another boy. It was if she saw me from a distance and then intentionally went up to him to make me jealous then him and her would look my direction. So what do you think leading on or shy?
