If I'm walking behind a girl and she looks over her shoulder twice at me? I was looking down. I'm really self conscious I'm a shy introverted, nerdy, I think anyway (ugly ginger guy) and I'm awkward.

No. It doesn't mean you're creepy. It has nothing to do with you and everything to do with the minority of dangerous men. You're a stranger to her and she knows you COULD easily hurt her IF you wanted to. It's just a precaution that women take because it's better to be safe than sorry. Don't take it personally.

How's the distance between you and her? And are there other people on the street?

Because, for example, it's not a busy street, and you walk like 2 feet behind her constantly - it will come off as creepy, even if it's not your intention.

More so if you two are the only people on the street.

I was insecure when I was a lot younger. I used to be conscious about my environment.
Thoughts running through my head "did I stare?" "do I look like a creep" and so on.

Eventually, I realized that people in general don't "notice" people around them unless something really is out of order.
And then I just do what I do. I cannot control how people think, but I can control my actions.
Just be relatively presentable, and do your thing.
