Why would a girl act flirty and extremely friendly when we're alone but shy and kinda nervous around you when we're around people?

She's HR and this is obviously at work. She gets shy and nervous when I try to talk to her around people and it's usually work related. When I said goodbye yesterday she looked at the floor blushed and left. She leaves before I do. I come in at the afternoon time
