Catching someone staring at you?

I was at the gym and looked up, this girl was just straight staring at me. She freaked out looked down, then looked up at me again freaking out again. I dressed normal like i always do, I don’t wear anything crazy. I don’t have any crazy haircuts. I stay in decent shape. Why would someone stare at someone like this?
