Okay, as for your question, no that is not normal, and I have never seen it happen. Not even once. I don't even recall seeing it in a movie like you mention. I think your sister is either playing a joke on you to get you scared or she is a victim or bullying.

If she is being bullied, she should talk to someone. I assume this is happening at school. She needs to talk to the teacher. Plus, if it is happening that often, I am surprised that a teacher hasn't seen it and caught them doing it.

In any event, that is certainly not normal. Any locker room I have ever been in, everyone minds their own business, changes and gets the heck out of there. There isn't much loitering around or talking.
