Girl is doing weird stuff or is it normal nowadays?

I know one girl, we had some decent meetings, after them she became kind of sure that I like her. Last weekend I told her that I want to speak with her phone and suggested time, and she confirmed that time is fine.

Then I called her on arranged time and she responded to me that she needs to speak to her girlfriends first. I asked her to get back to me once she finishes but she did not. Why is she doing this kind of silly stuff which can lead easily to conflict?
