Typically they are putting them out there because they like that certain top or they are attracting a certain type of guy. What they don't want is for the creeps and pervs to stare. Normal guys will glance and check them out. The creeps and pervs stand there and gawk. No woman wants to be uncomfortable around a creep or a perv.

Sometimes our cleavage can pop out and we don't realize it personally with me as i have bigger bust so it can happen accidentally and men staring at our boobs make us feel uncomfortable hence we get angry
