Why do girls usually look at me but will never talk to me?

Do they expect me to start the conversation all the time? Im pretty self independent and don;t have any friends. But i will always see a random girl looking at me but she never talks to me. Why do you think this is?

Being looked at has zero significance regarding romantic interest. I don't know why so many guys don't get this. People look at other people and things. It means nothing.
