How to know if the girl is just a really shy and awkward person around/with guys... that's why she is giving less response/talking less or its because she's least interested in him?

I will talk underwater if that's possible and will talk to anyone and everyone, but put the guy that I'm attracted to in front of me and I won't speak at all. It's really bizarre and I know that's not me, but I cannot help it. I end up stuffing it all up because the guy thinks I'm not interested.

You have to approach them calmly at least three times and talk. Approval is measured by you asking them out. At that point you have done all that you can for a shy and awkward girl. You have to Risk which means you may get rejected from shyness. Go with your gut at that time but do not overreact.
