Most of the time, it is not a case of attractiveness as much as it is convenience. Most women that know will speak when spoken too. Sometimes it is a time and energy kind of thing where they are unable to speak. In these cases they have to itemize importance. If they are planning out their time then they will likely speak to the one they are more attracted too.

The more attractive person can lead to a higher anxiety to approach and they may not speak with him, Even though they may be less threatened by the more average person but one is not likely to waste time speaking with them unless they already know him or have seen him around.

I'm not a girl, but I'd say it's easier in some cases if she's not attracted to him.
If a girl finds a guy really attractive, she might get kind of nervous and have a hard time keeping the conversation going or even starting it to begin with. She'll also get tongue tied and stumble on her words.

It's certainly easier to WANT to talk to a good looking guy though lol
