What stage is that, the "texting stage"?

Is that the stage before you meet someone? If yes, then flowers are not really appropriate because you don't really know much about that person.

You send flowers to people that you have a close relationship and not someone you just contact through text.

As for me, no I don't like surprises because a surprise can go awfully wrong if the person does not react as expected to those surprises.

I try to avoid surprises whenever possible and I certainly don't make any surprises because I know they can go wrong.

Best is to keep texting this woman until you know her better and you know whether she likes surprises or not.
