It's not bad and it's not good, it's just a normal thing it seems, and maybe she feels confused or curious why you are staring at her.. or it could be that there is something else she wants to see but it is behind you or around you, and some people are also sensitive and realise that if someone is staring at them then the response is to look in the direction where the gaze is coming from...
