Oh then it depends. If they are dropping everything to help their sibling and its a valid reason I would be okay with it and support them. However, if it's an unnecessary reason and it was ruining you guys spending time together I would get frustrated. You should try talking to your partner about how you're feeling

my bad if i wasn't clear in the question this isn't something that's occasionally happening its happening on a regular basis a lot in the middle of you guys spending time together he's just like gotta go see my sibling and gets up and leaves

For me a valid reason would be that they are struggling, going through something difficult, they are unwell or need a favour that has to be done urgently. An unnecessary reason would be they are bored or asking to do things that aren't urgent.
