If you have facial hair (a tiny mustach etc) keep it completely clean at all times, he may indeed bully you for that.
Armpits...
Depends on the guy.
If you're a tomboy you might want to trim it, but don't shave unless you plan on going out on a date.
If you prefer the more girly girl style or just prefer the feeling wax or shave it.
Arms and legs?
Honestly, guys won't even think about it 99% of the time.
Just look at how visible it is or not.
Fine thin hairs aren't a problem at all.
Consider waxing instead of shaving however on your arms and legs when you do want to do something about them as I understand that that is better for keeping the hairs fine and standing out less.
As for down there.
I honestly suggest just trimming unless you *want* more.
It's non of his business how you look there.
Alternatively wax or shave but leave a landing strip if you want to be prepared for a date.
A landing strip in front leaves something for guys into pubic hairs.
While keeping yourself bald on your vagina itself leaves that appealing look bare and available if you want to show yourself in your best look before you know his preferences.
It's a lot of work however.
And just trimmed us perfectly acceptable.

With regards to your brother, he'll only bully you for your pubic hairs if they're publicly visible.

So sticking out around your bathing suit or if you're wearing something transparent showing it.

But yeah, that's just my suggestion.

However, remember that it's *your* body.
And honestly a better protection from bullying from him is to just stand up for yourself against him.
