Depends. Genetics plays a huge part in whether or not it's going to look attractive. A woman who is designed by nature to have more thigh fat is going to look specifically delicious. A woman who is designed by nature to be very thin, small, mousy, petite, cute, and showing no real genetic trace of being from famine-suffering stock or breed... will obviously look pretty disgusting if she tries to pack on the fat as the former can naturally. It will probably end up looking like cottage cheese and even have stretch marks.

If this question was also about breasts, the answer would be very similar. Reminds me of the saying "A fat woman with big tits, is like a scrawny man with abs."

Generally speaking, no, not at all. It's fat that makes women attractive, but it depends on how much.
Fat also makes women soft and jiggly. Most guys love that.
